Expanding one of our first partnerships: Yavapai County

We're proud to announce that our partnership with Yavapai County, Arizona, is expanding to cover nearly 500 classifications, an important milestone for a relationship that started at Holly's very beginning.

We're proud to announce that our partnership with Yavapai County, Arizona, is expanding to cover nearly 500 classifications, an important milestone for a relationship that started at Holly's very beginning.

Yavapai is one of Arizona's largest counties, bigger than Rhode Island, Delaware, and Connecticut combined. They took a chance on Holly early, and the relationship has grown steadily ever since. The engagement started with director and deputy director-level roles, led by Wendy, HR Director, and Jerod, Deputy Director.

Wendy Ross, Director of Human Resources and Risk Management, Yavapai County, described the value of Holly in the following way: 

"It adds that level of consistency and credibility to the process. When it comes to compensation, sometimes you get a little bit more buy-in from your departments, including elected officials, when someone from the outside is also confirming what you're saying. People get very emotional about compensation - it's nice any way that you can find to take that out. It's truly factual information, statistics and data, and there's no emotion involved in the decisions we're making."

Home to Sedona and communities across northern Arizona, Yavapai County serves a diverse and growing population of more than 250,000 residents, spans over 8,100 square miles, and employs approximately 1,800 public servants across departments ranging from public safety to public health. Like many counties, Yavapai faces rising service demands, tight labor markets, and competition from nearby cities that can offer higher pay - pressures that make hiring and classification clarity mission-critical.

Holly is helping the team meet that moment. In January, our staff was onsite in Arizona to work end-to-end across roles and departments, removing barriers to hiring, such as unnecessary position requirements, streamlining classifications, and supporting high-leverage staffing decisions where precision matters most. We're grateful for the partnership and excited for what's ahead.
