Accessibility Statement

Holly builds software for the people who run government HR — and the public-sector employees they serve. Many of those users rely on assistive technology, and making Holly work for them is part of what we owe them. This statement describes where we are today, what we're working on, and how to reach us if something isn't working for you.

The standard we work toward

We design and build Holly to align with the Web Content Accessibility Guidelines (WCAG) 2.2, Level AA — the technical standard referenced by the U.S. Department of Justice's April 2024 Title II rule under the ADA. That rule requires WCAG 2.1 Level AA conformance for state and local government digital services by April 2027 (populations of 50,000 or more) and April 2028 (smaller jurisdictions). We've chosen WCAG 2.2 AA as our forward-looking target because it incorporates the 2.1 criteria and adds newer success criteria that benefit keyboard, low-vision, and cognitive accessibility.

What we do today

Accessibility is part of how we build, not something we layer on at the end. Today that includes:

  • Designing with sufficient color contrast, clear focus indicators, and keyboard-operable interactions
  • Writing semantic HTML and using ARIA only where it adds value
  • Testing primary workflows with screen readers (NVDA, VoiceOver) and keyboard-only navigation
  • Treating reported accessibility issues as priority bugs, with fast turnaround

What we're working on

Accessibility is an ongoing practice for us, not a single milestone. Current work in progress:

  • Publishing our first Accessibility Conformance Report (VPAT) covering Holly's core workflows
  • Completing a third-party accessibility audit of the application
  • Expanding our testing matrix to include JAWS and additional assistive technology configurations
  • Partnering with users with disabilities more formally in our usability research

Because we want our conformance claims to be backed by completed third-party review, we'll publish our VPAT and detailed audit results as soon as they're ready. We're happy to walk clients through our current accessibility status in the meantime — just reach out using the contacts below.
