Launching with the City of Lincoln

Defining total comp their own way in one of Placer County's fastest-growing cities

We’re thrilled to share that the City of Lincoln, CA is joining Holly as our first customer in Placer County—a forward‑thinking partner for our total compensation analysis platform. This announcement is especially meaningful because it grew out of a hands‑on collaboration: Brendan first met Veronica Rodriguez and Claire True early this year while we were exploring total comp delivery, and their detailed feedback and deep experience helped shape what “success” should look like for cities that need timely, precise, and flexible compensation insights.

Veronica Rodriguez, Director of Human Resources for the City of Lincoln, put it:

“We chose to work with Holly because their product directly supports our efforts to enhance employee satisfaction and reduce turnover through fair and competitive pay practices. The product allows us to update our classification specifications in alignment with industry standards, which promotes internal consistency, supports equitable pay structures, and ensures that our job descriptions remain relevant and competitive within the market.”

Lincoln is one of the fastest‑growing cities in Placer County, a community that values pragmatic, data‑driven public service. For a fast‑growing city of 51,000 residents, supporting 55 classes and 200 staff, the ability to define and measure total compensation in a way grounded in how the city actually works, rather than sticking with out-of-the-box reports, is crucial.

Holly will support Lincoln’s team by:

  • Developing total compensation reports covering benefits, special pays, and pension contributions at the city and it's comparators via early access to our newest product ChatMOU
  • Providing current compensation data for benchmarking specialized roles at every seniority level, backed by defensible similarity analysis for bargaining meetings

We’re proud to support a city that is learning fast, leading with intention, and showing how local government can shape technology to fit its mission.
